To enforce state laws prohibiting service to minors and/or intoxicated patrons.
Law enforcement either ABC, local Police or a joint task group conducts undercover operations to monitor the serving practices of on-site licenses looking for violation of serving an intoxicated patron. Conducting these undercover operations can assist in maintaining responsible service practices with local bars and restaurants. Often a letter from the police to all the on-site licensees after an operation lets the establishments know that law enforcement is watching for violations.
Visible enforcement is more likely to change server/seller behavior than training alone
Some challenges with this undercover operation are:
- ABC has limited enforcement capabilities
- Local enforcement may lack resources to implement
- Specific training required
Most effective when supplemented by local alcohol control measures
